Emanuel dos Santos

Emanuel leads our EU financial services and fintech team, and coordinates RPPA’s geopolitical risk advisory practice and ESG task force. He brings over eight years of experience in EU politics, policy, and regulation, advising clients on public affairs strategies, positioning and advocacy campaigns, and coalition building—particularly in the areas of financial services, corporate sustainability, due diligence, and financial crime.

He has supported a broad range of clients across the financial, technology, accounting, energy, compliance, media, agri-food, and consumer goods sectors.

Prior to moving into the private sector, Emanuel served as a parliamentary advisor in the European Parliament, working on key policy files related to anti-money laundering, tax evasion, development cooperation, human rights, and security.
He holds a master’s degree in EU international relations and diplomacy from the College of Europe, and a dual bachelor’s degree in international relations and political science from the University of Minho and the Izmir University of Economics.

A native Portuguese speaker, Emanuel is also fluent in English, French, and Spanish.
